Sheffield Wednesday Deals with Serious Challenges, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's persistent issues represent a a "major concern" and the football regulator is seeking powers to investigate clubs in comparable cases, the newly appointed chairman the official has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, showed understanding towards Wednesday's fanbase.

The chairman convened with four supporter groups representing the Championship side recently.

The team have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the great brands for football in England and this week we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the current owner stated during the off-season he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a local institution that has represented their community in multiple situations.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the followers."

Questioned about whether the regulator could force an proprietor to divest a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an particular organization, an individual owner, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the authority recently and insisted it was a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been invested for the past two decades, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the elite league.

"I of all people understand the worry about compromising the top flight as an elite competition of this country. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any form of political activity."
